In this case companies always spin numbers because it's investors, Sony, Nintendo and just about any other company because in this instance will use shipped numbers over sold through because it's higher, counts as a sale for the company either way. Grouping stuff also helps with number inflation.

The XB1 free game promotion wasn't an official bundle like the PS4's and the games were disc based so it would have counted if am not mistaken which explains XB1 winning only with Destiny and not any other Multi-plat.
