That's debatable. I loved Fallout 3, played 18 hours of New Vegas and ended up hating it and played an hour of FO4 at a friends and didn't even bother buying it. From what i hear from New Vegas players, they loved it so you have a point.
This isn't the first time they are accused of doing this. Obsidian is another studio they allegedly tried this with but that failed when Pillars of Eternity ended up keeping them afloat. All speculation though..so...
