yea the rely on the ingame engine to run everything on the fly. And with the way todays engines work they look very very good. So all of the videos you've seen are done in real time. No pre-renders there.

First setting aside 1 billion does not equal spending 1 billion. What they did is very common in large companies. Such as in most auto corps. they set aside a large amount for potential lawsuits.
2nd The money that was set aside was for service and repair. Not for the guy you talk to on the phone. He or she probably still gets 9$ an hour to hear people yell at him all day.
