Gears Of War already had its time. Gears 4 won't "crush" anything.
It will appeal to Gears fans but that's about it.
The decline of Xbox this generation is directly tied to the decline of former Xbox blockbusters such as Gears and Halo. These games just aren't the juggernauts they used to be. That's not to say they are bad games, they just won't be "crushing" anything.
I highly doubt Gears 4 runs at 1080p/60 in multiplayer. It's likely running on dynamic resolution.
The graphics definitely look really bad but I guess that's what we get when we beg for split-screen support and 60FPS. Also, its on Xbox One which as we all know, is pretty underwhelming itself.

With that being said, IT'S SUPPOSED to be familiar. Gears Of War fans want more Gears Of War. Change the game too much and it's not Gears Of War anymore.
Personally, I never played Gears except for the remaster on my XBO. The franchise is still fresh to me and I look forward to Gears 4, whether it is more of the same or completely different
