Peter Moore was at EA before Madden went gold on each system. He has final say in releases. Either his briefers lied to him, he made a bad call, or he did it intentionally.
Either way he is the captain of the ship and when the helmsman hits an iceberg, it is his responsibility. He needs to step up to the plate, lean into the pitch and take one for the team.
It was the same demo as the 360. There are noticeable differences. I have GRAW2 for the 360 and have seen some unpublished footage for the PS3. The particle effects and lighting on the PS3 are really something. With 14 additional maps more than the 360 version and 8 new weapons in the SP game, as well as a new MP mode, it is definitely worth getting. A lot a value for the buck.
In many areas, studios under a publisher can function independently to a degree. There isn't this big pow wow every week - it is every 6 months to a year sometimes. That said, if a studio is having trouble, Ubisoft will send people from one studio to another to get things up to par. The sent RSE people to Romania last year.
What last weeks story does show is that people in Ubi Montreal are incompetent, arrogant, and simply do not care enough to do a good job.
That is hardly a fair evaluation considering the massive amount of Bioshock multimedia material available versus what we have seen from KZ2. Everyone is entitled to an opinion but at this stage it is impossible for anyone to make an objective and fair comparison. Unless you have seen as little material from Bioshock as you have seen from KZ2 then it can't be done.
Also these games are two different approaches. Guerrilla actually pushes for a 'realistic science fiction' shooter....
In terms of development that is about on par with what Bungie is doing. I hate to bring up the comparison but it is a title with a high production values everyone can understand. And it is a first party studio.

Second, part of the 40 mil budget was the cost of building Guerrilla from a small company into a major production facility. It isn't just 40 million in the game but rather a host of other items.
