EA did not want to beat COD.
They were and are fully aware that this is TOO MUCH TO ASK FOR. ALl they wanted was to put a dent in COD's sales to show it's not the only game in town. 5 million+ sales is a pretty smashing success considering COD comes out two weeks after it...

These are products that they market. It would be pretty stupid to split your sales for no particular reason.

The story and game play were a huge step up in IV.
Features were missing, but as a foundation to further GTA games, IV was and is a good game.
They missed a few things, but they did A LOT right with IV.
There is no way Rockstar is making CJ or Vercetti names in this game, in my opinion
