That is absolutely not what it means. A game can have dynamic resolution and maintain 4k 100% of the time.
Publishers were making plans for loot boxes in single player games and people basically shut that nonsense down.

If people had actually stood up to those things and actually complained we wouldn't have had those things last as long as they have.
Dynamic doesn't matter if it maintains the resolution.
Let me remind you the games that actually get SX enhancement are games that used dynamic resolution and frame rate. If a game has locked resolutions and frame rate it's going to be like that forever unless there is a software update.

I blame all the people who defended this after the 2k leak. If so many people hadn't defended it I feel like people could have turned the tide. Now we have opened a Pandora's box to raise game prices every generation.
It's happened before, and who cares. It's just drama for the sake of drama... Is the game fun? That's what matters. It's just one over dramatic thing to the next over dramatic thing with you guys.

There is no set difference, it's a game by game thing. It's things like more objects or more details/rays.
It's just like any other PC VS console graphics debate, PC simply has more powerful hardware avaiable. But that's not to say console games can't look great look at TLOU 2 which is one of the best looking games even on the base PS4.

I want the games to cost more than the consoles digital only with subscriptions and mandatory paid updates that block you from playing if you don't buy them.
