No it's not, those 240 HZ TV use whats called frame interpolation it's an image smoothing technique where the TV inserts frames to make the motion seem more clear.
It's displaying a 60 hz signal and inserting 4 frames in between each actual frame.
It's just a gimmick.

It doesn't even have pop in, The textures were displayed, what you saw was a lighting effect that didn't engage until the players car got into range. It's something that will be fixed before launch.

Every PC game you have ever played is equivalent to a last gen game made for HDD. Graphics have sliders game development has generations. In this case the generation is being defined by the speed of the SSD.
PSNow games list when they are leaving the service right on the games page. They don't hide it like on Gamepass.
