Well, it's more complicated than that. A company needs to make the games that are sure to sell so they can use that money to take risks on new IP that might not sell.

You are looking at it wrong, if they build the system with enough cooling and power then it can run at full clocks always if needed. If a game doesn't require full clocks then the system can down clock.

With enough cooling and enough electricity things will stay at max when needed. Allowing the system to throttle down when less power is needed is not a problem.
