If it was all about painting and bodykits, Turn10 wouldn't have to claim themselves that their game is definitive, but the media would have done it when Forza1 was released. People that want damage/customization buy forza. Which is why the #'s aren't that great.

The problem is with Forza3's surfaces. Metal/Chrome/Glass/Paint They don't calculate specular highlights correctly. Which is what makes something look plastic, or paint. Its why the body has the same hot highlight as the headlight glass.
Fiberglass/Carbonfiber painted looks the same as sheet metal painted.. Glossy and shinny.

Its funny because the thread over at neogaf had Che(turn10) promising direct feed captures of gameplay last week.. due to the requests for them(other people know what "in game" means outside of me thank god). Yet... he went silent about it, and started uploading off screen captures to his phone.
