Although I agree with you, this is a problem for Sony. All they can really do is provide a great platform with the PS4 and hope it sells better than the competition. In return, games will sell better too and it puts them in a better situation to secure these kind of deals.
I heard this Activision/Microsoft agreement was renewed last year so us Playstation COD fans will likely have to deal with this for a few more years.
Some people will buy the game regardless. I don't see a problem with letting them pre-order early.

You haven't seen the game yet. For all we know this could be another Haze. Respawn Entertainment is an unproven developer and one of the lead developers left a couple months ago. The game seems to be in development hell considering it was rumored to be coming out this year. We haven't even seen a single piece of footage.
No smart 3rd party developers will agree to an exclusivity deal. It is damaging to franchises that plan on going multi-platform down the line.
