No. They won't.
They will make games on PC then will port them to PS4 and XB1. You see PC engines are scalable and they will work from the very low end to the very high end.
Even if what you say is true, it doesn't matter which platform the game is primarily developed on. The console with the most power/performance will end up with most stable frame rate and better graphics.
There's so many missing factors in this comparison. This comparison shows that PS4 games will have an advantage, with Xbox One games able to "compete" by a lowering of resolution and other minor compromises.
That's the minimum advantage PS4 will have. It'll most likely be bigger once you take into account the actual GPUs inside these consoles which means # of ROPS, # of CUs, Speed and Amount of Bandwidth and of course ease of development.

All online retailers have placeholder dates. None of these are official. Toys R Us knows nothing. A retailer like Gamestop would most likely be the first to know.

You can't blame them though, this is a very technical and confusing subject. Well maybe Eurogamer those deserve some hate thrown at them. If whoever is writing these articles isn't technically literate they shouldn't be posting these articles at all.
1. Sony never commented on the allocation of RAM between OS/Game.
2. PS4 still has the RAM advantage. GDDR5 is much faster than DDR3.
3. Since when is price and GPU advantage an "only"? That's a pretty huge advantage to have when you consider that these "minor" advantages in each category really do add up to be something huge.
It's also worth noting that this coming gen will hopefully be shorter than this one. By the time devs start needing more RAM we should already have new consoles on the way.
I'd hate for a repeat of this gen where next-gen games get dumbed down in terms of frame-rate or features just to make a quick buck from console gamers.

Who actually stores music/videos on their Xbox anyway? And who would even want to stream this content and waste their precious bandwidth?
The only thing cloud storage is good for on consoles is game saves. That's pretty much it. Anything else is just a novelty and has little real-world use.
