I bought a copy of Zelda BotW and enjoying it very much, but I also would love to play the game without terrible performance. Seriously 30 fps needs to go away forever...well when Zelda actually hits that high.
Seems like a trend, people assume the only important components are CPU and GPU and everything else will be fine. The biggest culprits of game and system crashes are 1) updated drivers 2) bad performing power supply 3) faulty memory modules.
$20 HDD? I guess you could get something like a WD Blue drive, but those are made for storage access. Games will take a major hit when playing off one of those.

Now that is a more respectable build, not sure how Witcher 3 would run on it...probably Medium or High with a lot of tweaks to get steady frame rates around 45-50. Worst case scenario it performs on par with the PS4.

I'm assuming when you say ultra, you mean 1080p? Not sure I haven't used 1080p in years and that's with my old mid-tier rig. You should specify resolution, it helps.
Now from your comment below you mention a $150 video card, maybe a $60 processor. That's over $200 of the $300. I guess you think a $20 PSU is good enough? What about the mobo? The memory? The hard drive? The case? The cooling? Anyone who has built more than one PC...

You probably meant A-8 5550M, which is integrated graphics and has NO dedicated VRAM. It actually utilizes system memory...which is BAAAAAD for any kind of gaming, especially when you are trying to emulate a modern game. You're lucky you even got 5 fps.
