If they mean releasing multiple PC like box, then this is a huge shift in their strategy.
Their goal is now just to sell software. Their hardware is basically steambox. Whole point of console was to lock in spec to get higher software efficiency.
Xbox will no longer benefit from this. Now with Forza going to PC, they are basically calling it quits and joining PC.

-DX12 on PC and Xbox One are DIFFERENT. It doesnt run actual same API on both. If that were true, you can say PC and Xbox One run DX11, too.
-MS giving away exclusive to PC has NOTHING to do with PC games coming to Xbox. MS could've kept exclusive and would have no impact on devs deciding to port their games to PC. Why would devs ever say. Wow QB released on PC, I should return the favor and release game on Xbox.

Certain games fit for console better. Then I play on PS4. I also own PS4 for exclusives too.
PC has great exclusives too. Some people also prefer PC for certain types of games too.

Here is the difference. If you are PS4 owner, PC could be even better choice.
I mean most of the games on Xbox are on PS4 for better version and games like QB/Fable Legend/Dead Rising/Ryse/KI are on PC anyways.

Until game is released, we dont know what actual spec is. It is not uncommon for devs to put place holder spec.
Currently on any other game that is out, GTX 960 absolutely kicks Xbox One in any game performance with huge margin.
X1 version will be struggle Med setting on 900P and GTX 960 will be running full 1080P at high settings with double the framerate.
