Remember that Microsoft isn't just able to press a button and put it in. There is also a Polish government most likely stopping it from happening. If they really want Xbox Live they need to contact their government. It is the same reason South Africa doesn't have Xbox Live.

For Forza Motorsport 3 were being held back by the incredibly power demanding physics engine Forza 3 uses. With the use of a less powerful physics engine I'm sure graphics would greatly improve.
