It's not all about making their money back on downloads. In business return on investment can come in many forms not just revenue. Just being able to say 360 has the "complete experience" or whatever in advertisements is probably worth the money alone for MS. Getting people like us on forums talking about it has value. Whip up the fanboys. Plus we don't even know anything about the content yet and we don't know how big the ad campaign...

COD4 has great multiplayer but people still beat single player right? I know I did. It was great and GTA IV will be better (at least to me because I love GTA and sandbox games).
GTA has always had a great storyline I'm sure people will want to play the single player mode. I guess if you're one of those people that just likes to run around causing chaos without beating missions then you might just do that in MP now. But those people weren't playing the story missions anyway.
One of my favorite things about the PSP GTA games was the custom sound tracks.
Even if it doesn't have custom sound tracks on PS3 its got TONS of great music in the game to listen to.
This game is going to be awesome on both systems. Blockbuster sales.
Its going to break all records. Selling way more than Halo 3 or any other game. The record will stand for a long time.
Both XBL and PSN are going to have trouble keeping up with the volume of people trying to play it online.

We still don't know that much about the game. Besides the normal hookers and "murder simulation" accusations I'm sure Rockstar has a few more tricks up their sleeves for media attention.
Rockstar is a master at using controversy to get free publicity. Expect a bunch of totally biased Faux News reports on this game soon after launch.
