Yes, finally! Even the MTX are said to be non-intrusive and mostly cosmetics and QoL stuff, which is refreshing.

I get why Tower of Time is online only, but Achievements and gear? Why? Maybe they can patch it wherein it's instances that are load and uploaded? Like, you earn something and you unlock it, but you have to be connected online to use it in a match?
