Only thing that comes to mind is the Condemned series. Pretty much anything you found on the ground could be used as a weapon, ineffective or otherwise depending on the enemy.

Oppression is not exclusive to just race, oppression by definition is the state of being subject to unjust treatment, any group of people regardless of skin color can be subjected. European whites in America were oppressed for hundreds of years by natural born Americans simply for being foreign, especially during times of war for example German and Italian persecution during WWII and Russian persecution during the Cold War. Yeah, Fallout without America is just weird. It's the core theme of the series from culture, propaganda, to the nuclear scare age. Given America's lax gun control as a particular theme I can't imagine many other nations not being culled to extinction by whatever creatures that popped up.

Carmack isn't a game designer. He's neither involved in story or the design aspect of the games he worked on. He's a programmer. I don't know why you're bringing up the new Doom as he has nothing to do with it. He left Id Software in late 2013.

Do they know that this game takes place in a post-apocalyptic Australian outback? It's for the most part a largely unurbanized mass of land. It'd feel out of place if it was anything but sparse, and that's not even including the dried up seabeds. Fallout can fit so much because it's always taken place in areas that were urbanized and once ripe with civilization. That and it doesn't need to accommodate for cars, it's all walking.
