Cause that's what a multiplayer shooters appeal is. Sexuality. Even if this was for character development, drawing this much attention to something so minuscule at it's core, it would most likely be the one character with the most hollow personality who would make it a big deal. We all know someone like that, especially if you've gone to college.
The reason they never ported it to PC is because they would have had to rework the entire code as it was never developed with PC architecture in mind since it originally was intended to release on Xbox and PS2, but was revamped several times throughout it's long development. That's a strenuous effort to tackle. It also didn't help that Rockstar had laid off most of their San Diego studio shortly after the game released.

I usually go with player reviews as a good indicator of what to expect. And as someone who has played both the previous games with some level of expectation the general consensus seems to be: Decent story, terrible everything else. I played it for a couple of hours myself and I agree with the reviews for the most part. It's weak both aesthetically and functionally, with limited playability. It's especially weak when compared to it's predecessors in just about every aspect.
I take solace that updates are disabled on my Windows 7 PC.

My biggest gripe with it was that it was too slow. Just from my experience playing doom multiplayer source ports for years, I was hoping this time around they'd try emulating what makes them so popular even to this day.

I hope you realize that PC is an investment for long term savings, you'd actually save more than consoles which are short term by paying an upfront investment with cheaper game prices, no online paywalls when upgrading parts and selling old through resale. You can find new releases for games on PC from cdkey sites that are nearly or half the price you'd pay on consoles. For example I pre-orderded Mad Max when it was new for $22 and got the best experience available.
