Well, Japan isn't a poor country. It's wealthy and money isn't the issue. You could volunteer physically by going out there to help repair or rescue people though.
Also, the law states that people are innocent until proven guilty. The hacker hasn't been proven guilty yet. Also, it's a civil case, meaning even if he loses, he still hasn't committed any crime.
I highly doubt it would be set in America.
