Sorry, I don't think you caught all the maybe's and a statement ending in a question mark, but bluntly I think this is a possibility that I came up with on my own.
Maybe the old Neo specs were true from the dev kits, but now that Scorpio is announced, they are making an even MORE upgraded console. The slim will have the performance of the "weaker" Neo? To maintain console prices, it is still feasibly affordable to upgrade components as they become cheaper. Maybe the Neo was already in production. Scorpio just inspired a bigger change.
I honestly think that this whole 4k console concept is an excuse to divert from the fact that this gen has been overall lackluster. As is obvious with the performance of most games, these consoles are not powerful enough to fulfill the concept of "next-gen". These new, revised consoles are just the final version for this gen. It is the version that everyone hoped for in the beginning.

I have my laptop for 4k display settings. I don't need any new hardware. If I am going to put gaming into the equation, I will choose Neo. I am not in any rush. I don't need a 4k player, because I have one. When it comes to gaming, I guess Alan Wake is the only exclusive that MS has really engaged me, so I would never pick Xbox.

Lol, but still agree. That picture is wack. It is not a big deal unless you want it to be that size and it isn't. If I only went by that picture, I would be disappointed. Kids show that picture to their parents who then see that giant OG X1 and moms like, "I am so sick of that thing making it look like we have a VCR," and then kid gets it and mom is frustrated. Christmas is ruined. All because of that pic.
This is truly awesome tactics by Sony. Their "leak" turns out to be a bluff getting Microsoft to play their hand first, but props to MS by setting the mark high. We shall see!

I agree. It seems that they decided to be toy makers and take the overprotected child audience. It is an insult to their original fans for them to be selling overpriced hardware.
