My thoughts on this is testing the waters to see how the PS3 user base likes paid PSN. Come the PS4 I see the whole service on a subscription service.
As of right now I wouldn't pay for PSN. For me with the constant features getting added is making it feel overly cluttered.

For example:
Silver as it is no online gaming
Gold - free but with advertisements and everything included.
Platinum - paid with no advertisements everything included, maybe more.
