Not all of those “Sony gamers” are going to buy a PC to play this. So sure anyone “can” play it.
But only those who have a PC already, already plan to build one, or have an Xbox/plan to buy one will be playing it.
It’s touting 4K 60FPS gaming with some 8k capability, the 8k capability part is more vague.

That’s true but in the same vein, someone could just go to a store asking for the new Xbox. And it’s the job of the staff to point them in the right direction. I seriously doubt sales of the Series X will suffer because of confusion with the Xbox One X which has been out for a while. Just my thoughts that I feel no ones touching on.
I didn’t know but I just read that telltale was purchased by LGC Entertainment. They’re basically reviving and continuing their most popular games and developing new ones.

As much as I like the game, I have to agree with you. Though they've apologized on twitter, I think an official blog post addressing all shortcomings is necessary.
I think the game is really fun but I didn't buy it to have to wait between patches to play...
