The point is that you currently can't build a console that is MUCH more powerful than the Xbox One X and ask for a reasonable price. Yeah, you could improve the CPU a little bit, but the differences will not be seen by the gamers.
If you want a console that really feels like a generation ahead of the Xbox One X (16GB RAM, 12 TFlops GPU, latest CPU, 3 TB HDD, etc) you can't sell it for $4...
