No, Techland announced this broadcast yesterday afternoon in a press release. The stream is slated for this morning.
Why would it be screenshot? The focus of the story is the Steam Perks and extra content, the screens are secondary.
While I can see where you're coming from, I myself am not ready to count it out yet. The visuals are dated as hell, but I'm excited to see the series return to its roots in terms of crazy, arcade-style park skating action. The skatepark creator looks like a ton of fun as well.

Basically. Not to mention the title says Fallout, and not Fallout Shelter, the actual game covered in the story. As the rest of the article is just a simple copy-paste of a press release. I can't think of any other reason for such a glaring mistake.
