They use 5400RPM HDDs to keep the heat down. The difference in read/write speed between modern 5400RPM HDDs and 7200s is like 5% anyways.

If you knew anything about GPUs/CPUs you would know that as they get more powerful they also become more efficient. Developers would not release a chip that would drain the battery in seconds, that makes no sense at all. In 8-10 years there will be mobile chips that can rival the PS4 & XBone, whether developers will utilize that power is another matter.
