Yes but only while playing the game. As soon as you quit out of the game, the 45GB will be automatically freed up again for use by other games.
If all PS4 games are cached like this than you won't have to ever worry about running out of HDD space.

They use 5400RPM HDDs to keep the heat down. The difference in read/write speed between modern 5400RPM HDDs and 7200s is like 5% anyways.

If you knew anything about GPUs/CPUs you would know that as they get more powerful they also become more efficient. Developers would not release a chip that would drain the battery in seconds, that makes no sense at all. In 8-10 years there will be mobile chips that can rival the PS4 & XBone, whether developers will utilize that power is another matter.
