You're comparing a home console and a portable console, I wouldn't even put them in the same category.
On consoles, you can't turn them off, you can only put an effect that look like normal grey smoke, but it's still an effect.
Either it's different on PC or the person posting that video clearly modded the game.
I don't know if it's different on PC, but on console, you can't deactivate all of them, just one.

Here is an easy solution: Make your game exclusively for PS5 and PC. Just don't bother with Xbox in this case, with their install base being the lowest, it's actually the platform you can ignore.
If it's like Ys VIII, there won't be, you will have to pay full price and nothing will transfer. Ys VIII didn't offer any visual upgrades or performance upgrades either.
@Vits I agree with you, it would run poorly, even worst than the PS4 version and the loading times were terrible on that one. Plus, it's an online only game, wouldn't be able to fully take advantage of the switch portability.
Also, phones and tablets can run this game because they're more powerful than the Switch was, which is like you said, was manufactured in 2015 with 2012 hardware.
In all the ones they could have remade on PS2, they chose the worst one. There is Tales of Destiny, Tales of Destiny 2, Tales of Rebirth, Tales of Symphonia and Tales of the Abyss they could have remade and if they put some extra effort, Tales of Rebirth and Tales of Destiny 2 were never localized, so it would be the perfect time to remake them.
I do hope this is a remake because it still used the old 2D battle system.
The Switch is also not even a console, it's a portable system that can output to a TV. It needs to be put in the same category as the 3DS, DS and GBA.

That would be wrong. In 2018, Sony made more money from PSN alone (yes, just PSN), then the entirety of Microsoft and Nintendo's entire gaming divisions combined. I am almost certain that this pretty much hasn't changed in 4 years.
Insomniac was making games exclusively for playstation 90% of the time. It was definitely not the same thing, since they've bought a studio that were already making games solely for them anyway.
Microsoft just bought 2 publishers, which isn't the same thing. Sony only reacted with Bungie after Microsoft did that.
Sony bought studios before, but most, if not all of them were making games for them exclusively already, so I say that it's okay.

I am almost certain that even if Sony had never paid for an exclusive deal, it still wouldn't release on Xbox. Xbox doesn't make SE much money at all with japanese games.
He is actually right. Bethesda have the buggiest games in the industry by far. Them and Bioware. Them being bought out by Microsoft won't change a thing, they simply aren't capable of not making broken games.

The sad thing is, he was actually right. I read some of them and even watched some youtube reviews and the fact that the protagonist was a white male was a bad point for a lot of them. As for the bugs and glitches, somehow Bethesda games and Bioware games, which are so much worst, get a free pass, but this doesn't? Yeah, those reviewers were clearly biased.
