Because it hasn't been proved. Microsoft claimed that out of their asses. They have absolutely zero ways of knowing what deal Sony has with Square-Enix. Sony aren't going to tell them and Square-Enix wouldn't either because they'd be doing something illegal.
It's more likely the reason FF7R isn't on Xbox is because Square-Enix just chose not to port it because it's not worth than Sony paying for it to be a perm...
@Crows90 it's true. Sony bought 6 months exclusivity for FF7R. The reason it's not on Xbox is because Square-Enix just doesn't want to port it, not because Sony extended it.
Those games don't sell on Xbox, so they just don't bother porting them. That's even more true now with Gamepass. Xbox gamers don't buy games anymore, they wait for it to be on gamepass because they think they're entitled to everything for free since Gamepass is a thing.

At this point it's pretty obvious that this deal will not go through. Whether it goes through or not, I bet Sony will buy Square-Enix and they won't need any approval to do so.

It wouldn't surprise me if they did with SE, the rumor of SE being bought by Sony has been going around for a while and we heard it so many times, some of it has to be true. Where there is smoke, there is fire.
In this case, most SE games don't even appear on Xbox anymore anyway, so it wouldn't even make a splash.

To me it's more likely that none of those games are coming to Xbox because the developers don't want to port them since it wouldn't make them enough money. Sony probably didn't pay beyond the 6 months to 1 year exclusivity deal. Why would they? Japanese games don't sell enough on Xbox for developers to bother after those deals are over.
Microsoft are just claiming things without any proof. It's more likely FF7 Remake isn't on Xbox because Square-Enix don't see the point, japanese games don't sell on Xbox, the investment wouldn't be worth it.

I'd rather have Oracle of Ages and Oracle of Seasons remake like Link Awakening got instead of Wind Waker or Twilight Princess remastered a 3rd time. In fact, those two should have been remade instead of Link Awakening since they're better.
