That is and isn't true.
Usually you'll lose anywhere between 20 and 30GB, (I think for one of my 250GB reserves it affords for 235GB of actual usable space).
But more than 130GB of OS utilities on the HD is pretty much a prime definition of OS bloat. Windows 7 takes up less than 20GB.
So you've got unlimited monthly bandwidth caps?
Because you do know that every time you delete a game and you feel like playing it (and its DLC) you'll have re-download all of it?
Even with Max Payne 3 and all the DLC I bought for it, that's more than 35GB worth of content. Every time I feel like playing that game do you honestly think I'm going to keep re-downloading it once a month?

"Da Cloud" won't amount to much of anything useful on Microsoft's system unless you have a fiber optic connection. It can't do real-time graphics processing or anything useful when it comes to offloading real-timed data.
