PAL regions don’t need the change anymore. Unless the nostalgia is for hamstrung ports, there’s been little need for 50hz for over two decades.
Tekken 3 is 60hz. It says in the article.
The weird reason I’ve heard is that often the least buggy version of a game is the last to come out, Usually PAL games came out months or years after NTSC. But surely you can reverse engineer most other elements back to NTSC. It’s not like those games did not work in the US.
Even for OG PAL gamers it is a bad choice, Castevania SotN is nearly unplayed like this.
While you are right to think a delay is fine and advisable. The scale and ambition of those two projects are vastly different.
I loved the previous game. This free version was a horror show. Nothing to do with licenses. They pushed out the creative force behind the series a couple of years back and then did this.
It’s a shame that the reviews are middling, I realise that it’s a poor port. But most people will look at these scores assuming the game is bad and may overlook one of the most interesting RPGs of the era. I never felt it got a fair shake as it was compared heavily with Chromo Trigger. It was a very distinct experience and can see how it would have caused dissatisfaction when viewed as a sequel.

I thought FF8 was fine it had some quality of life improvements and some updated models, but it had incredibly blurry backgrounds and for some reason did not have analogue controls or rumble (both available on ps1). : in the end I up got the OG PC version for a replay by installing mods to enhanced the backgrounds, models and music; the modding scene did a better job with the backgrounds which are such an important part of the experience for me. Nobody cares anymore, people only cared in the first place as they thought it might be Silent Hill or Kojima adjacent. If it fails to be so then people will be disappointed likely regardless of the product’s quality.
But there is always room to add games or devices. The Vita is a very specific console even the PS TV could not run all its games and that largely had the same hardware but not the unique control functionality

I think that just artificially negates high and low reviews, some games are great or atrocious, are the people who reviewed Balan Wonderworld dishonest or desperate for clicks? I imagine they just thought it was crap.
I think people can read reviews from reviewers they like and trust. I check meta critic to get a rough gauge of what scores are like sometimes,. You can see if there are outliers by merely looking
