It's because the developers already have all the assets established for PS3 and were willing to go with it and the respective fanbase all the way to the end.
Now they're getting on the PS4 finally. I know it sucks, but devs transitioning from PS3 to PS4 probably meant they had to learn to code all over again (A lot easier on PS$ this time around though).

I don't think any developer can compare to the gameplay mechanics of Platinum though.
Why the hell is Platinum making exclusive games? They have some of the best gameplay design in this age and they don't even bother spreading their game across platforms where the technology isn't that different anymore.
I hope they're not content with mediocre sales now and just rather save money from free development support from Nintendo/Sony/Microsoft.
