Certainly could be scaled but not to a degree the devs found acceptable without compromising too much or costing too much(time, money, effort) to workaround. Back in the last PS360 days, it wasn't uncommon for one version or the other(sometimes both relative to PC) to miss something very basic, like grass, in order to work & that was on top of commonly abnormally low resolutions.
Sucks for those on a tight budget(who can't afford or justify the next gen console)...

No you couldn't. You could play Microsoft's own exclusives on XsX, X1 & PC but you can't play next gen only games on X1, though most I'd imagine would still be on PC even if it takes $1000 just to out perform the X1X.

Traditionally, you're right, but it took Fortnite to explode before they reconsidered allowing Crossplay with Xbox after Microsoft rejected some Sony proposal years prior.
Depends on the game, I could play something like Halo Reach (PC) & have a few questionably laggy deaths but never have I spotted an obvious hacker.

The thing, the XSX SSD is no slouch either, yes the PS5's is better & the I/O improvements has also been widely championed, doesn't mean the XSX won't see the majority of the same potential in-game benefits too, rather it'll be handled slightly differently.
With the superior CPU, GPU & RAM, there'll be other ways more traditional ways to reach the desired results, the biggest difference for the end-user(us) will be loading times, but the loading...
