Maybe because they sell like crap? Crisis Core only sold 8% on Xbox. Or it's not worth the time or profitable to make 2 versions for Xbox Series S and another for the X? Yep. I think it's a smart decision to scout indies to sign to add variety that they lack.
For example Xbox had the chance to sign Genshin Impact (not an indie)and turned it away. Playstation took a chance and it turned into a huge success for both parties which is why Honkai Impact is also making its way to Playstation.
Plus searching for talent in China like Fist and a number of other games and now their push to find developers in India.

Hello games was too ambitious and have a small studio with like 26 people so they're undermanned. What's Halo Infinites excuse? They had 3 additional studios help and at peak had close to 2000 people working on it.

Plus 3rd party games sell their majority on Playstation anyways. Crisis Core sold 8% on Xbox, 80% Playstation. Harry Potter 80% of sales on Playstation. So you have some false equivalency here. 3rd party game can succeed on Playstation alone whereas being exclusive to Xbox can easily doom a game.
The one great thing about Gamepass is I could scoop up Gears, Halo etc for quite cheap as you suggested those prices tank so quickly now. Its cheaper to just wait for the fall and grab them for $10-15 at most.
