Skyrim came in 2011 and had no competition whatsoever. Fallout 4 isn't exactly praised for story or dialogue, but it is still Fallout. Besides, none of those two promised to revolutionise open world games.

I don't know if we can objectively determine a game's hype level, but I think reveal trailers' view numbers are a good indicator of interest (while maintaining a healthy Likes to Dislikes ratio, that is).

The cops can actually chase V outside of any scripted missions in the Maelstorm territory. It appears like a bug, mind you, but it can happen.
