If the shortage is because these people really want a PS3, then they will be patient and wait like the Wii owners do for their systems. If people just want a console and don't care which one then yes it might be bad.
I tend to lean toward the first option as it is well known now if you go to any store that Blu-Ray won so most people would want to have that option for around the same price as a 360 that is similarly equipped. (HD, Wireless, etc.)

If all PS3s didn't come with a HD, but since they do it shows that if indeed the BD is significantly slower they have acknowledged the issue and included a solution for devs.
It's sad when you need to resort to bragging about installation, something that both you and I know will become more important as time passes. Last time I looked I didn't see devs complaining about the standard HD in PS3's, they do about the lack of it in the 360's. Just a thought.
