Rain is hazardous enough in the day so night racing in the wet must be incredibly challenging and something I'd love to try out in this amazingly polished game.

All I've said here is I agree with the article that trackside objects were removed (in these two videos) probably because of performance. No one has managed to explain a reason why Turn 10 removed stuff if performance isn't the issue.
I'm not arguing on which is the better game, just stating a fact - that goes to the phantom disagree.

There was something special about racing in PCARS during the evening, then it switching to night (during the race) and then rain appearing half way through and then clearing by the end of the race. This was a much touted feature in Forza Horizon 2 not sure why you want to play this feature down just because it's not ...
You can have day/ night and rain or dry on ANY circuit in Project CARS. Realistic or not the option is there because those effects are dynamically rendered in real time.

I would think each track renders objects differently and is optimized accordingly which would explain why Rio (a new track) has the things you've mentioned.
I ask you again though. Give me reason why Turn 10 would remove assets from the track detail if it wasn't tied to performance. Surely they didn't say, "oh it looks so much better with less track side detail, let's roll with that".
I'm going to agree with the article. If you look at the track side detail you can clearly see it consists of animated flags and people in Forza 5. What other reason would you give then for Turn 10 to remove these from Forza 6 if they weren't impacting the performance? Why mention the Rio circuit when the video is focusing on verbatim locations?
A lot of people laughed at this when Microsoft showcased playing games on a VR big screen. Remember the Phil Spencer demo a while back when they announced partnership with Oculus.
