I'm mistaken: it's actually mission 46 that can be unlocked.
I'm pretty sure there's a certain set of objectives you need to have met throughout the game to unlock the missing mission. I don't think you need to have 100%'d the game by that point, though.
It wasn't "cut". You have to complete certain objectives and Side Ops to unlock it. I assume it's in the Collector's Edition as a bonus so that you didn't need to complete the tedious side objectives as a means to unlock the mission and get 100% completion.

I find it ironic that a party that advocates wage growth and other artificial spikes that hurt the development industry is initiating an inquiry into game development.
The problem though is that The Greens are as much part of the problem as any other government. It's not uncommon in all forms of media. You have different rates in different countries and a marketing campaign in the US might cost less than a marketing campaign of the same size in a different country.
