If you're going to build a PC, you're best off making a big upfront investment, something like $800 to $1000, so you've got hardware that will last you a long time and is powerful. You'll make that $400 - $600 price difference compared to consoles in no time due to the prices of games on PC and free online.
There's no must have games on PS4 or XB1 yet, there are some good exclusives, but nothing incredible or worth spending hundreds of dollars just to play. Won't be until the end of this year where there will be some must have exclusives (e.g. The Order, Driveclub, Quantum Break, Sunset Overdrive and more)

Smart phones will eventually catch up and new hardware for phones release every year, not anytime soon, but 10 to 15 runs year from now it's a possibility.
One day we'll be able to stream Triple A games to our phones and we plug the phone into the TV and connect a controller.
I highly doubt Watch Dogs will sell near what Call of Duty and FIFA sell.
