Do you mean gameplay-wise? To me the combat looks more like a hybrid of Kingdoms of Amalur, Dark Souls and DA: Origins than Fable.
But yes, visually it reminded me a little of Fable. That isn't a bad thing though - Fable has a beautiful art style, and the first two Dragon Age games were lacking in that area (not that it bothered me), so I'm happy they are going for something that stands out this time around.

Rayman Legends is a sequel to Origins.
Since the delay earlier this year, the developers have added many additional levels to the game, including 40 remade levels from Origins.
There is a lot of extra content.
- New levels and ememies.
- "Invasion" levels (one for each main level).
- The inclusion of Dark Rayman as one of the main antagonists.
- 40 remastered (a few remade) levels from Rayman Origins, some with Murphy functionality.
- New 3D bosses.
- Kung Foot mini-game.

I'm not purchasing an Xbox One at this point - I already pre-ordered a PS4 and I don't have the money to spend on two consoles launching within a month or two of each other, but I've gotta say - some of the features Microsoft are announcing are neat and if they support the console with multiple quality exclusives over the next few years (not just sequels to popular franchises), I will buy one eventually.
It's not impossible, but it is very unlikely. Look - if it were feasible, people would already be doing it right now - not necessarily with Fallout, but other franchises too.
You claim to know how these things work, yet look at the disagrees I'm getting from you and everyone else. Companies don't just license their IPs to the public!
As awesome as that would be - they wouldn't legally be allowed to do that, since this is fan-made and they don't own the Fallout IP obviously.
They can't just start a Kickstarter campaign asking the public to help fund a movie that they legally have no rights to. They could get in a lot of trouble if Bethesda/Zenimax decided to take action and the project would be shut down immediately.
