Usually in sequels you would notice a major improvement in graphics. I can't say the same for COD series. Right after the COD4, there been very little significant differences. They seem to care more about framerates.

It's people who will work for a studio under contract specifically for one project and then move on to other studios that need their skills.
They do this all the time in the 3D/Animation/Film Industry. These designers can have variety of skills that help bring a different perception when creating a project. For example a game designer who has only worked on 360 games can go into working on a PS3 game, and she/he may bring something to the table that exclusive designers ...
