What a strange premise for a game! It does seem to be Double Fine's specialty.
It sounds like Move Heroes is essentially a crossover only in the sense that you can play a hero and his sidekick in a level from another series, since it only supports two players and they have to be a hero and his regular sidekick.

I haven't played either of these, and I agree that I don't see why they would need a plot, except as a way to explain changes in the environment, and that wouldn't require much of a plot.
Looks like a pretty good list of games for the 360. Of course, people won't agree about exactly which ones belong in the top 10, but nearly all of these are clearly candidates.

The reviews of the PC and console versions seem to have such different conclusions, more than would be accounted for by the differences between the versions. It makes it hard to tell what to make of this.
