That's entirely a different point.
You're arguing the quality of the game itself, in other words, if the devs are making sure to surpass what they already made previously, if they really care about the game they're producing.
This trend is arguing if or not the game is ready for launch, in other words, if the publisher is forcing the game to be released despite the current state of development.

On a side note, it's possible that the devs would appreciate a few more months to "clean" code and organize what's already made.

Every one would love to have their own engine to cater to their needs, but unfortunately not every single studio has the chance to do so (lack of money/time/talent). There was news a while ago that sucker punch was hiring people to work on 3rd person melee combat for an upcoming open world title by them. Seeing that Infamous was a shooter, seems unlikely that they're making a sequel.
