People will make purchases based on what they think.
For many, if they already have a racing game that is everything they want, there is no need to upgrade to the latest and greatest, especially if they have invested well beyond the sticker price on DLC.
Personally, if I have to pick and choose with my gaming budget, I'll "move on" to stuff that is really new and different from what I already have.
I think on the RAM end, it is DDR3 main memory that slows XBox One down compared to the GDDR5 on the PS4, not the ESRAM. That ESRAM is faster than the GDDR5, but there is just such a miniscule amount of it.
ESRAM may be slowing the XBox One down in terms of it taking longer for developers to make the most of it, and thus show what the system can do, but it does not slow down the system.

If these companies are so confident in their product, why do they feel they have to obscure the actual cost of the product behind a series of microtractions that add up before you know it.
They obviously know what they expect a player to end up spending. If their product is so great, they should be able to put that price on the table knowing that it is a good value proposition, and not have to essentially trick their customers into spending that money.
Wouldn't you prefer they learn how to take care of their stuff? Instead it seems they learning that if they break something, it will simply be replaced.

Parents should be able to give their kids a device, password protect purchasing capabilities, and not have to watch over their shoulder for fifteen minutes to make sure they are not running up charges besides what they specifically authorized. With password protection of a purchase system, it is a reasonable expectation that all purchases must be authenticated. Giving out a 15 minute pass is pretty negligent design.

No, I won't just find myself "splashing the cash". I just won't buy/play those games that are built around microtrancactions.
A good game will be fun throughout the experience. That includes having the right balance of challenge, reward, and a satisfying rate of progression. It will have difficulty settings to make it a fun experience for a wide range of skill levels.
It should only take the initial purchase of the game (and maybe some time to learn the play mechanics) to get to the FUN part.

Microtransactions exist to conceal the actual amount of money you will spend to get a complete and satisfying experience out of a game, and many times advertise themselves as "free".

If their policies are designed to prevent the fragmentation that plagues Android devices and even PCs with Windows pre-loaded, then having a large selection of Steam Machines, even when some are more a lot powerful than others, should be less of an issue.

Having support for disc based games (or any other model that provides transferable ownership, ability to borrow and lend, game goes where the media goes, etc.) would make me very interested in SteamOS and the Steam machines.

Yes, like TVs are standardized on the inputs to display content (HDMI, Component, channels, etc), so are the Steam Machines standardized on the games they will play and accept.
With TVs, all the choices allows people enable people to get the size and picture quality that fits their budget, and upgrade to something better when they are ready. Multiple Steam Machines will do the same thing with hardware capabilities.
