I think right off the bat you completely misunderstood Sony. They don't expect Vita to sell as well as PSP (which, heads up, sold quite a lot) simply because they're not delusional. The market is different now, and even with many of their best developers having created games for it, it's difficult the sell a handheld console like the PS Vita.
It doesn't mean the product is half-assed. It means it's not necessarily in demand.

I don't agree. Of the three last generation consoles, I think PlayStation 3 was the console to offer the biggest and most varied library of interesting games. While the PS4 has been out for two seconds, the first wave of games is already slowly, but safely starting to tick in.

I think it's reasonable to assume that developers will get a little less back from being on PS Now than on PS Plus. Unless PS Now selection won't be any bigger than the instant game collection, that is.
But, yeah. Seeing that OnLive has gotten a deal or two with some pretty recent games, one would think Sony could do the same. Especially with their own games.
