All i can say to that is Phil the antihero stated three things. Fix service, fix hardware, fix games catalogue.
His team have arguably done 1 & 2. He stated now the focus is on games, I can only make an educated guess that based off of the total investment Microsoft have made since Phil took the reigns in 2014, to not keep the third promise would be commercial and financial suicide.
