Because sandbox games can't easily be done on multiple disks, thats why.
Bluray = a GTA4 as long as, or longer, than GTA san andreas
DVD = GTA4 shorter than san andreas
And The ps3's bluray drive is only slightly slower than the 360's DVD drive, Keep in mind that the ps3's is 2x and the 360's 12x.

Its an open world sandbox game, multiple disks won't work very well.

If it was an optional install it would make ZERO difference, only a mandatory one would help, the game would still have to cater to DVD's limits.
Nope, as I stated before, Microsoft forces developers to pay royalty fees for each extra disk. And if you have been keeping up with this game, you would know that they will be releasing Bluray versions of the PC game.
And remember what I said about the internet connection.
If they pay the fees for three disks the game might end up costing significantly more than if they just did two disks. Or they might mot make a profit which would rule out any reason to go forward with a 360 version at all.
And these types of games don't generally work well on multiple disks.
PC's have a guaranteed hard drive, like 500GB or more, and, for the most part, a guaranteed internet connection.
They have 2 options with a pc, ship multiple disks and install the disks to the HDD, and there is no royalty fees on the disks
Or download some of the data from the internet
360's don't have a guaranteed HDD, or internet connection, thus no possible install.
Plus your forced to pay royalty fees for multiple disks

Like you said, it was all meant to be in the game, but the kind of game GTA4 is prevents the option of multiple disks.
I find it ironic how the 360 gets exclusive DLC that it would have probably had from the start if it was ps3 exclusive
