It's actually almost impossible to find anything made in the last 2-3 years without an upscaler.
I'm sure they can't be counting a different output source or scaling resolution.
Maybe what they are talking about is improvements to the scaling quality? That can vary, but generally if you have a flatscreen over 40 inches it's got a great scaler built in, if it's smaller you don't...

While you and I may love the advanced, HD or hardcore gaming experiences from our 360's or PS3's the larger market clearly prefers a cheaper, less capable console.
From the consistent NPD numbers, who can deny that console is one you can generally pick up and immediately play with little learning curve and more casual games. I cannot see a practical application without in-game status feedback sent to the controller or calculated with support from game devs.
The controller doesn't KNOW your character is fatigued to react accordingly.
