This comes from people who are hacking the PS3 and the PSN so they can get free games.

Buff is correct, you need the right level of card and then your bank has to allow for it.
Also depending on the country/laws, a bank doesn't always have to provide it.
Visa can say what ever they like but it'll be up to the bank if it's fraud then they hit up Visa about it.

When something gets hacked like a bank etc and data for credit cards or enough ID to make your own account from someone else's ID to get credit cards.

It's a 2 way street.
I've had to fix up servers after hacks been done on them, sometimes it's easy and other times it's hard.
As you have to go through everything to see what has been changed, really it's more a pain and to stop the hacks going any further you just need to pull the server off the net, that kills any/all hacks straight up.
If hackers were gaining access to the Dev side then Sony will need to setup a firewal...
