You don't need to redesign to cut costs, and besides the motherboard was only reorganised by the looks hence why the new PS3 is roughly the same size, I think the cost cutting came in the removal of many other hardware component like USB ports, touch sensors etc.
They also used it as an opportunity to re-brand the PS3 itself and this is what Sony said several times themselves.

Sony released the newly designed PS3 as part of a re-branding move due to the fact that the launch PS3 model didn't have the original PlayStation feel and branding on it apart from the PS logo.
The designer of the both the original PS3 and the New PS3 said this himself and therefore a re-branding (basically going back to their routes) was needed.
To be honest I was pleased that Sony did this.
Actually it does well in Us from what I've heard and read, but it doesn't do well worldwide at all.
Judging by this intro it feels very suited to an American audience.

Huh that's funny, because I only use my PS3 to lay PS1 games, majority of the exclusives I have no interest in and a lot of multiplat games are complete rubbish.
The controls in this game were flippin awful! It would be a pain the ass just to get the car to turn.

Lol I'm getting a bunch of disagrees from idiotic PS3 fanboys who probably know absolutely nothing about the difference between LG, Samsung and Sony's TV's.
I agree, I also think it's having a bad effect on the graphical quality of some of the new exclusive titles.
Samsung and LG have the best 3D glasses, they're lightweight and thin. LG's however cause no eye strain or headaches which is why I would by an LG 3D TV over a Sony or Samsung one any day, but Samsung would always be my second choice.
Sony needs to update their 3D glasses like everyone else.
If Crysis 1 was developed on the CE3 it would eat Crysis 1 running on CE2 for breakfast. If you've seen any of Cryteks CE3 demonstrations you'd know by now just how superior the CE3 is to the CE2.
