The 7870 should run icenhancer without a problem but your frame rates will be dictated by your processor.
If your processor is good then you shouldn't have any problems. Only downfall is the amount of Z-Fighting inherent in the game engine itself.
I'm not seeing anything special about this version over previous releases most notably 2.1. I need to see it in motion to make a clear judgement.
There's a little more to it if you want all the features... even more so if your using the steam version of GTAIV.
But essentially drag and drop for the most part with all mods.

65 Million a year = 650 people making $100,000 a year or 1300 people making $50,000 a year.
$100,000 is considered rich or upper middle class in most area's while $50,000 a year is enough to have a comfortable living.
It's insane for one person to make that amount of money especially when most of the country is living below the poverty level.
Nothing a CEO does warrants 65 million a year... The Company works as a whole but the people at the top tend to think they're more deserving than everyone else. This isn't just Activision... this is every major company out there. Kotick's salary is actually kind of modest to some of the real crooks out there.
Something needs to be done about the exorbitant amount of money CEO's pay themselves... I bet you there would be less lay offs.

WiiU doesn't need to be powerful. Nintendo is all about innovation plus they have some of the best first party games out there...
Their main focus is children which everything about the WiiU is suited for. Once they release a 3D pokemon game for the WiiU it will probably take off like an avalanche.
Not like it's a big deal... Mostly everyone has their console already plugged up to the net 24/7. Only thing I would care about is if they get rid of offline mode.
Removing the ability to play games offline would be a death blow to their console division simply because it wouldn't fly with a lot of people even if they used the feature or not.
I can already imagine a MEME for it now.

Micro-stutter... that's by far one of the biggest downfalls of multi-gpu setups whether it's Nvidia or ATI.
The black and red housing looks really cheap compared to Nvidia's aluminum housing for the 690 and titan but I guess it's all down to performance vs price instead of aesthetics.
Ambient occlusion and skylighting are a little more in depth than "Brightness adjustments" both of which GTA V won't be able to do on current gen consoles.
